She’s adding a cute lil’ ribbon on top of her head for that extra detail and now the look is complete. It’s the full Plugsuit Rei usually wears when piloting her Evangelion, just missing the sleeves and leg parts. That just makes it easier to pose for the camera while being more comfortable at the same time.
